Flavored hookah smoking

1) I want to know what actions Delhi government of Health department  has taken in last year from 1st January  to till date ( 12 march ,2011)  against the flavored hookah (without tobacco )
2) What are the Actions  taken on Bars without license opened in different parts of the city?
