Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005.

1- On what constitutional grounds the state government spends tax-payer's money to arrange for the so called  'shahi-snan' for Hindu sadhus and the general public is not allowed to take a dip in Ganga during the mahakumbh/kumbhs. Please specify the rationality of discrimination to use a natural resource (Ganga in this case) and that too using the tax-payers money to discriminate himself.

2- What action is being taken by the HaridwarUP/central adminstration for sadhus openly smoking marijuana and other drugs and that too in public places, live footage of these  events were shown recently on popular channels like zee news etc.?
