Does RTI become Grivance redressal system? 8 Months, 1 Week ago

Has RTI become a grievance redressed mechanism rather than a whistle blower tool?
RTI was meant to reduce corruption has it lived to the expectation?
Are we using RTI only for PF, passport, Driving licence related issues rather than bigger crime and corruption?
Coming September 2010 we will be completing 5 years of RTI act but has a movement brought to improve RTI by bringing amendments to reduce the 30 days time to less than 20 days? Since by this time Government official and PIO must have seasoned in RTI application
Can we press amendments to force government to digitalise all the records or fresh cases and bring e-governance into force?

A very interesting point was raised by you Mr. Krishna. At rtination.com we would be launching a few public missions where people can come together to use RTI against very crucial issues affecting the people at large. We invite suggestions from you and all others for the kind of missions that should be started.

Initially some of the orders of the CIC did scare the authorities in the state also but now only the central govt. authorities are somewhat bothered and the state govt. offices are least concerned with the implications of the RTI Act.
Reasons;
1. The obstructors of information now have the CJI of India by their side..
2.The information Commissioners in the states have only the political masters to oblige and not the public. They are appointed by the State Govt.'s only on the credentials of allegiance and sycophancy to the govt. in power.
3. The non-justiciable clause in the Act.
4. The absolute powers to the SIC's. There is no scope of moving the CIC against the orders of the SIC's. This is the worst part of the Act.
5. No supervision over the activities of the SIC's. Even if they do not enforce the Central Act in letter and spirit nobody is there to question them. Even today as Mr. Rudrappa says; Information in the govt. offices have not been sorted out in order, as required under sec. 4 & 5 of the Act.
6. The deficiency in the definition of information is providing an escape route to the SPIO's for the action not taken by the authorities which are supposed to be taken under the statutes because it will not be reflected on papers; and if something is not there on record it will not be termed as information. e.g. Say, the police, very deliberately refuses to lodge an FIR; If you ask why he refused; that may not be an information. But after taking the FIR if he refuses to supply a copy of it on demand; he shall come under the purview of the RTI Act.
7.There is no comparative evaluation of the SIC's of different states. If all the Information Commissioners are rated equally why not they dispose more or less similar number of hearing cases?? The Information Commissioners of the CIC are setting the standards of individual capacity of disposal of cases which none of the Information Commissioners of the SIC can touch. But the point is why the Information Commissioners of the SIC's should not be questioned when they fail to perform even 10% of routine disposals of their counterparts.
8. The list of exemptions from catering information is increasing day by day.. Firsly, there is inherent sec.8 and sec.9 of RTI Act for exemptions, next, the Central Govt. notified more than a dozen departments as exempted; where-after again, the state govts. notified according to their own whims, many more departments and many more subjects as exempted from the purview of the RTI Act... What is all this about??? Somewhere down the line things turn out to be just the reverse of the aims, objectives and paradigms to the spirit of the RTI Act..
If things go on this way, soon the SIC's will itself become the prime workshop and a top destination of corruption..
