Reg: Clarification with respect to customs duty applicable on certain items brought as baggage from abroad

Kindly provide me with the following information requested under the purview of the Right to Information Act, 2005.
Particulars of information required : As per list mentioned below List of information requested
I travel abroad frequently, and wish to bring for my personal car tyres of certain specification which are expected to significantly enhance safety of the occupants of the car as well as other road users in the event of an emergency. My queries are as follows:

1. If I bring tyres with me for abroad (not in commercial quantity and not for resale), can I use the duty free allowance normally allowed to international passengers?
2. If the answer to the above is negative, can I pay duty at the allowable rate, or is a baggage of such nature altogether prohibited?
Your detailed response will be much appreciated.
