Delay in Judicial Process

Please provide me with the information as required by the RTI Act 2005 with regard to the following questions:

- In the case of All India Judges Association versus the Union of India the Supreme Court ordered that the ratio of Judges in Indian Courts be raised from 10.5 per 10 lakh population to 50 per 10 lakh population by 2007.

In this regard I request you to provide answers to the following questions:

1. Has this been done?

2. If this has not been done, then who are the officers responsible for it? What penalty has been or will be imposed on them?

3. If the Supreme Court order has not been adhered to, does this amount to a contempt of court. If so, please give a list of officers who should be charged under the same.

4. Has the directions given by the Supreme Court as stated above been discussed in any meeting in your Ministry. If so, please provide me with the minutes of this meeting.

5. What steps, if any, have been taken by your department to adhere to the above judgment

6. Has your Ministry asked for increase in budgetary allocation to the Indian Judicial system from the Finance Ministry or the Planning Commission? If so, please provide a copy of those letters?

7. What is the current budgetary allocation to the Indian Judicial System?

8. What are the current vacancies in the various courts under your purview? Please give a detailed breakup of the vacancies by court?

9. What were the vacancies 5 years ago and what steps have been taken to fill these vacancies

10. In the same case the Supreme Court ordered all vacancies in subordinate courts to be filled by 2003. Has this been done? What steps have been taken by your department to fill these vacancies?

With regard to the National Mission for Delivery of Justice and Legal Reform Document on your website please provide information on the following aspects:

1. What is the status of this Mission?

2. Section 1.2 in the report mentions that the Attorney General will identify the reforms to be implemented from the various law commission reports by 31st December 2009. Has this been done? If so, please provide a list of such reforms that have been identified?

3. Minutes of the last 3 meetings where this was discussed and list of action taken points
